Harris County Approves Priority List for Flood Bond Projects

Commissioners Court recently adopted guidelines determining how Harris County Flood Control District will prioritize flood-control projects identified in the 2018 bond project list.

Projects will be ordered according to a set of weighted criteria. The formula will give the most weight to factors accounting for the number of structures removed from the floodplain, the likelihood of an existing channel to flood, and the social vulnerability of an area.

The vote comes two years after Hurricane Harvey and a year after voters approved $2.5 billion in bonds to finance 237 flood control projects over the next 10 to 15 years. Before the guidelines were enacted, HCFCD determined project priorities based on project readiness, availability of partnership funding, the number of people expected to benefit from the project, and whether the drainage issues and flood risk reduction benefits were clearly defined.
